Previous Commissions

This archive records the earlier election commissions and election panel that shaped the modern IQSK electoral system across recent cycles.

It provides historical context for how IQSK Council elections evolved from reform-era panels into the current Independent Elections Commission model.

2024 Election Cycle

Independent Elections Commission

The 2024 Commission served as a major credibility and legitimacy test for the modern IQSK electoral system.

Qs. Francis King'ori, FIQSK

Chairperson

Qs. Gladys Wahome, FIQSK

Vice Chairperson

Qs. Japheth Kibet

Commissioner

Qs. Portia Kabau

Commissioner

Grad. Qs. Ernest Nyakundi

Commissioner

Supported by Ms. Victorine Chasia - Chief Executive Officer, Institute of Quantity Surveyors of Kenya (IQSK).

Standout achievement

When concerns arose about a possible conflict of interest around the intended in-house elections system, the Commission cancelled the planned mock elections, engaged stakeholders, shortlisted alternatives, and adopted C & R Group’s platform to protect public confidence in the election.

Key achievements

Delivered the highest recorded turnout in the three reports: 349 ballots cast out of 393 eligible voters, representing 89% turnout.

Responded decisively to transparency and conflict-of-interest concerns in order to preserve legitimacy.

Conducted the election without petitions or complaints on the process or outcome.

Presented the results at the AGM and awarded certificates of election to successful candidates.

The original IQSK elections platform was conceived, designed, and developed during the 2022 election cycle by Ernest Nyakundi .

Standout achievement

This inaugural five-member Independent Elections Commission developed and successfully deployed IQSK’s own in-house electronic elections system on IQSK servers, reducing reliance on external providers and proving the Institute could run its own digital election infrastructure.

Key achievements

Operationalised the newly reformed By-Law 17 framework and the Elections Tribunal era.

Developed and deployed IQSK’s own electronic elections system after piloting it in mock elections.

Recommended commercialisation of the system as a potential institutional revenue stream.

Conducted the election without petitions or complaints on the conduct or outcome.

2020 Election Cycle

Elections Panel

The 2020 Elections Panel was the reforming pioneer that introduced the radical laws and institutional direction that birthed the Commission.

Qs. Japheth Rasugu, FIQSK
Qs. Dr. Isabella Njeri, FIQSK
Grad. Qs. Ernest Nyakundi
Operational support was provided by Ms. Millicent Osano - Chief Executive Officer, Institute of Quantity Surveyors of Kenya (IQSK), and Mr. Dennis Milgo - Institute of Certified Public Accountants of Kenya (ICPAK).

Standout achievement

The Panel successfully moved IQSK into electronic voting for the first time, shifting elections from a physical AGM-floor exercise to a more inclusive and remotely accessible process.

Key achievements

Conducted IQSK’s first electronic Council election and helped members transition from physical voting to online voting.

Conducted voter sensitisation and mock elections to build confidence in the system.

Completed the election without petitions or complaints on the conduct or outcome.

Produced the reform-heavy exit report that became the foundation for the modern By-Law 17 framework.
