Commission mandate

Roles of the Commission

The Commission’s mandate is to conduct and supervise IQSK Council elections in accordance with By-Law 17 and to protect the integrity of the Institute’s electoral process.

Core responsibilities

  1. 1. Conducting and supervising elections of the Institute.
  2. 2. Facilitating the observation, monitoring, and evaluation of elections.
  3. 3. Enforcing the Electoral Code of Conduct.
  4. 4. Using appropriate technology and approaches in the performance of its functions.
  5. 5. Preparing the elections timetable in consultation with the IQSK Council.
  6. 6. Preparing the elections budget in consultation with the IQSK Honorary Treasurer.

Electoral operations

  1. 1. Supervising preparation of the voters’ register, ballot papers, ballot boxes, and electronic electoral systems.
  2. 2. Receiving and verifying nominations for elective positions.
  3. 3. Preparing and publishing the final list of eligible candidates.
  4. 4. Conducting civic and voter education for members of the Institute.
  5. 5. Verifying final results, declaring outcomes, and publishing election results.
  6. 6. Taking necessary measures to ensure elections are transparent, fair, peaceful, and credible.

Voters’ register

The Commission compiles and maintains the voters’ register, invites inspection, resolves complaints, corrects anomalies, and publishes the final register within the By-Law 17 timelines.

Voting and results

Elections are conducted by secret ballot on the principle of one member, one vote. The Commission may use physical or electronic systems, provided they remain secure, accurate, verifiable, accountable, and transparent.

Disputes and conduct

The Commission enforces the Electoral Code of Conduct and settles electoral disputes arising before declaration of results, including nomination disputes. Post-declaration petitions are handled by the IQSK Elections Tribunal.
