Terms of Use

These Terms of Use govern access to and use of the IQSK Elections Portal and the related pages, services, forms, notices, communications, verification tools, voting access links, administrative interfaces, audit tools, and support channels used in connection with IQSK elections.

Purpose of the Portal

The Portal exists to support fair, orderly, secure, transparent, and auditable IQSK elections.

It may be used to publish election notices and guidance, prepare and validate the election register, verify voter eligibility, issue voting access links, enable electronic voting, maintain audit trails, support reporting, and preserve institutional election records.

Use of the Portal is also governed by the IQSK Constitution, the IQSK By-Laws, By-Law 17, election notices, election guidelines, lawful decisions of the Independent Elections Commission, and applicable law.

Authorised users and eligibility

Access to the Portal may be available to eligible members, candidates, commissioners, authorised IQSK Secretariat personnel, system administrators, technical support officers, scrutineers, observers, auditors, and other expressly authorised users.

Access to a public page does not give any right to enter restricted areas, administrative dashboards, voter records, voting links, audit logs, ballot screens, or election data.

Access alone does not confirm voting eligibility. Eligibility is determined in accordance with IQSK’s governing documents, By-Law 17, the applicable election notice, the election register, and lawful Commission decisions.

Voting access links and user responsibilities

Where electronic voting is used, eligible voters may receive a secure voting access link by email, SMS, or another official channel approved by the Commission.

The voting access link is personal, non-transferable, and must not be forwarded, published, sold, shared, or used by any person other than the voter to whom it was issued.

Users must provide accurate information, keep their devices and accounts secure, use only official communication channels, comply with election instructions and deadlines, and promptly report suspected compromise or system misuse.

Prohibited conduct

Impersonating another member, voter, candidate, commissioner, administrator, or IQSK official.

Using or attempting to obtain another person’s voting access link.

Accessing restricted areas or election data without authorisation.

Using bots, scripts, scraping tools, denial-of-service techniques, malware, phishing links, or other abusive methods.

Attempting to identify how another voter voted or otherwise compromising ballot secrecy.

Election integrity, monitoring, and liability

The Portal may record eligibility, link issuance, link access, and ballot submission status in order to preserve election integrity and prevent duplicate or unauthorised voting.

Audit logs and security records may include access attempts, delivery status, IP address, browser/device metadata, administrative actions, and system errors for legitimate election and security purposes.

IQSK and the Commission use reasonable efforts to keep the Portal available, but temporary interruptions may occur due to maintenance, hosting issues, cybersecurity events, force majeure, or other circumstances beyond reasonable control.

To the fullest extent permitted by law, IQSK, the Commission, authorised administrators, and technical support providers shall not be liable for losses arising from user failure to follow election instructions, failure to secure devices or voting links, third-party service interruptions, internet failures outside reasonable control, or force majeure events. Nothing in these Terms excludes liability that cannot lawfully be excluded.
